Dear Mr. President:
I’m writing on behalf of Project Disappearance, the organization I direct, to express our deep concern about the forced disappearance of Mr. Moussa Rahli, a resident of Ouled Aïssa. Mr. Aïssa was abducted from his home on March 17th, 2009, by four individuals claiming to be state agents. He was purportedly taken to be interrogated - however he has not been heard of since.
Ten days later, the same individuals came to search Mr. Rahli’s home, and they took his father to the military barracks of Ouled Aïssa, where he was made to sign a document stating that the search had been authorized.
Project Disappearance is extremely concerned about the life and physical integrity of Mr. Moussa Rahli. We urge you to take all the appropriate measures to guarantee his safe return. We remind you that as a member of the international community and of several human rights conventions, Algeria has the obligation to respect and assure human rights, and that the systematic use of torture and/or forced disappearances are international crimes, subject to universal jurisdiction.
